Transforming Education with PM SHRI Schools
The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved a new centrally sponsored scheme: PM SHRI Schools (PM ScHools for Rising India). More than 14,500 schools across the country will be developed under this scheme by strengthening select existing schools managed by the Central Government, State/UT Governments, and local bodies. PM SHRI Schools will showcase all components of the National Education Policy (NEP) 2020. Additionally, they will act as exemplar schools and provide mentorship to nearby schools.
A New Era in Education
PM SHRI Schools are aimed at delivering quality teaching for the cognitive development of students. Holistic and well-rounded individuals equipped with key 21st-century skills will be created. The scheme is to be implemented as a Centrally Sponsored Scheme with a total project cost of Rs. 27,360 crore, including a central share of Rs. 18,128 crore for five years (2022-23 to 2026-27).
Key Features
High-quality education will be provided in an equitable, inclusive, and joyful school environment. The diverse backgrounds, multilingual needs, and different academic abilities of children will be addressed. Active participation in the learning process will be encouraged as per the vision of NEP 2020.
Leadership and Mentorship
Moreover, PM SHRI Schools will provide leadership to other schools in their regions. By providing mentorship, these schools will help improve the overall quality of education.
Green Initiatives
In addition, PM SHRI Schools will be developed as Green schools. Environment-friendly aspects like solar panels, LED lights, nutrition gardens with natural farming, waste management, and plastic-free zones will be incorporated. Furthermore, water conservation and harvesting will be promoted. Traditions and practices related to environmental protection will be studied. Awareness will be generated to adopt sustainable lifestyles.
Innovative Pedagogy
Pedagogy in PM SHRI Schools will be experiential, holistic, integrated, and play/toy-based. The approach will be inquiry-driven, discovery-oriented, learner-centered, discussion-based, flexible, and enjoyable. Consequently, the learning outcomes of every child in every grade will be the focus. Assessments will be based on conceptual understanding and the application of knowledge to real-life situations. Competency-based evaluations will be conducted.

Selection Methodology for PM SHRI Schools
- Challenge Mode Selection
- Schools compete to become exemplar schools.
- Schools must self-apply on the online portal.
- Portal opens four times a year (once every quarter) for the first two years of the scheme.
- Eligible Schools
- Elementary schools (Class 1-5/1-8) and Secondary/Sr. Secondary Schools (Class 1-10/1-12/6-10/6-12).
- Managed by Centre/State/UT Governments/local self-governments.
- Must have a UDISE+ code.
- Three-Stage Selection Process
- Stage-1: Agreement and Commitment
- States/UTs sign MoU agreeing to implement NEP in its entirety.
- Centre lays down commitments for supporting these schools to achieve specified quality assurance as PM SHRI schools.
- Stage-2: Eligibility Pool
- A pool of eligible schools is identified based on prescribed minimum benchmarks through UDISE+ data.
- Stage-3: Challenge Method
- Schools from the eligible pool compete to fulfill challenge conditions.
- Fulfillment of conditions is certified by States/KVS/JNV through physical inspection.
- Verification of claims by States/UTs/KVS/JNV.
- Recommendations of schools to the Ministry.
